ISSUES ARISING IN BUILDING THE POLITICAL CULTURE OF COMMUNE-LEVEL KEY OFFICIALS IN VIETNAM TODAY

Abstract

Abstract: This article focuses on clarifying the key issues arising in the process of building the political culture of commune-level key officials in Vietnam today. By employing political culture theories and analyzing the practical context of commune-level officials, the paper demonstrates that political culture plays a vital role in enhancing the quality of leadership, management, and public service at the grassroots level. Research findings indicate that the process of building political culture among these key officials currently faces several prominent challenges: limited awareness of political culture; a subset of officials exhibiting signs of degradation in political ideology, ethics, and lifestyle; persistent violations of the law and public service discipline; and a general capacity that falls short of the demands of local governance reform, market economy development, and digital transformation. Furthermore, proactive and timely capacity to identify and combat negative and hostile elements remains inadequate. Based on these findings, the article affirms that cultivating political culture for commune-level key officials in Vietnam is an urgent requirement, contributing to the enhancement of operational efficacy and efficiency of grassroots governments, reinforcing public trust, and meeting the country's development demands in the new era.
