Artificial Intelligence in HR: A Conceptual Study on Talent Acquisition and Local Government Modernization

Abstract
Artificial Intelligence (AI) is transforming Human Resource Management (HRM) by reshaping recruitment, talent acquisition, and workforce planning. While private sector adoption has been more rapid, local government institutions are increasingly exploring AI applications to improve administrative efficiency and service delivery. This conceptual study investigates how AI-enabled recruitment tools—such as algorithmic candidate sourcing, predictive analytics, automated assessment systems, and virtual interviewing platforms—contribute to the modernization of HR practices in local governance. The analysis draws on existing academic literature, policy reports, and industry insights to examine both the opportunities and risks associated with AI integration. The findings highlight the dual nature of AI adoption: on one hand, enhancing efficiency, transparency, and cost-effectiveness; on the other, raising ethical challenges related to algorithmic bias, fairness, and data privacy. The paper argues that effective utilization of AI in public sector HRM depends on robust governance frameworks, ethical safeguards, and continued human oversight. By aligning technological innovation with democratic values and principles of public trust, local governments can leverage AI to improve workforce diversity, strengthen evidence-based decision-making, and promote sustainable administrative modernization.
