Bridging the Gaps in Cybercrime Policing: Enhancing Capacity, Training, and Inter-Agency Cooperation in India

Abstract
With growing digitization, cybercrime is on the rise in India while at the same time police agencies are facing big challenges in terms of gaps in technical expertise (policing capacity), and lack of coordination between institutions. The main objective of this paper will be to analyse some of the challenges and barriers facing law enforcement agencies in responding to and combatting various forms of cyber threats. Some examples of these barriers include limited specialised training; inadequate infrastructure; complexities related to jurisdictional issues; and fragmentation (or lack of cooperation) between agencies that comprise the “whole of government” approach that is often associated with cyber-related policing issues. This demonstrates a need for increased capability and human resources development through continuous training of personnel; expertise in various forms of forensic analysis and the integration of new and emerging technologies such as artificial intelligence and data analytics into the capacity building process. Furthermore, this document has stressed the significance of establishing a framework for co-operation among central or federal and state agencies, private sector and other stakeholders (such as international organisations) in the fight against transnational cybercrime. By proposing a multi-dimensional approach focused on capacity building, standardized protocols, and improved information sharing mechanisms, this paper aims to contribute to a more resilient and responsive cybercrime policing framework in India.
