Abstract

The purpose of this study is to evaluate the influencing factors and propose policies for developing high-quality human resources in plastic manufacturing enterprises in Hai Phong in the context of integration. This workforce plays a crucial role in improving productivity, increasing workers' income, and boosting the national economy. The survey focuses on plastic manufacturing enterprises in the city, examining the core factors of human resources. The theoretical model includes six factors: quantity, structure, physical fitness, intelligence (knowledge), skills, and mental capacity of the workforce. The authors combined qualitative and quantitative research methods through in-depth direct interviews with enterprise leaders. Simultaneously, the authors collected and analyzed survey data from 328 managers and workers. The empirical results indicate that skills (intelligence), personnel structure, and knowledge (intelligence) are the groups with the greatest direct influence. Meanwhile, the remaining three factors—physical fitness, mental fitness, and the number of human resources—only show indirect impacts. This finding provides important scientific arguments to help businesses in the plastics industry develop appropriate and employee-friendly human resource management policies. This is a core foundation for continuously improving labor productivity, enhancing product quality, and increasing competitiveness in the current process of economic integration..
