The Role of Public Administrator in Advancing Smart City Initiatives

Abstract

This study investigated how public administration influenced the progress of smart city projects in Tarlac City. Utilizing a mixed-methods approach, the research integrated quantitative and qualitative data collection and analysis, guided by the ISO 37122:2019 standard. This standard provided a comprehensive framework for evaluating smart city indicators across six domains: economy, environment, governance, living, mobility, and people. The study employed purposive sampling to gather insights from key stakeholders, including city officials, industry representatives, and civil society members, aiming for a sample size of 150 respondents.

Data collection involved an online survey based on ISO 37122:2019 indicators and semi-structured interviews to capture in-depth perspectives on public administration’s role in smart city initiatives. Descriptive and inferential statistics were utilized to evaluate quantitative data, while MAXQDA software was utilized to aid theme analysis of the qualitative data.

The study aimed to assess the current state of smart city initiatives in Tarlac City, identify challenges in public administration practices, develop improvement strategies, and evaluate the impact of enhanced public administration on urban sustainability. To maintain the integrity and ethical standards of the research, ethical issues such as informed consent, confidentiality, and minimal harm were carefully taken into account

Findings revealed a moderately high level of familiarity and positive perceptions of public administration’s involvement in smart city initiatives, with notable challenges in funding, resource allocation, and bureaucratic processes. Recommendations included enhancing communication, fostering public-private partnerships, and investing in capacity-building to support sustainable urban development. The study provided a roadmap for Tarlac City to advance in smart city initiatives effectively, ensuring long-term sustainability and improved quality of life for its residents.
