Dynamics of Resolving Conflicts of a Barangay Justice System's Efficiency

Abstract

ABSTRACT. Through the Katarungang Pambarangay (KP), a community-driven framework crucial for formal litigation, the Philippines exemplifies restorative justice as it obtains international prominence. The operational dynamics of the KP in Calbayog City are evaluated in this study, with a focus on assessing the administrators' competence and identifying obstacles to successful conflict settlement in accordance with the law. 112 members of Lupong Tagapamayapa, who serve as quasi-judicial officers and mediators, participated in the study using a descriptive-evaluative approach. Key findings suggest a competence paradox: qualitative insights reveal substantial gaps in technical legal knowledge and jurisdictional limits, notwithstanding officials' claims of high moral integrity and independence. The KP successfully uses a restorative method in spite of these obstacles, giving emotional expression precedence over rigid procedural rules. Strong administrative performance in documentation is noted in the report, but structural flaws resulting from a lack of coercive power and inadequate financial incentives are also revealed. In the end, even though the KP effectively promotes harmony and social cohesiveness, its long-term viability will rely on closing the gap between professionalization and volunteerism through focused capacity-building programs.
